This Google+ policy sounded nice... but, I don't know, to let one company have all the access to your emails (Gmail); all your phone numbers and usage (Android); your documents (Google Doc); your personal interests (Reader); and your social life?
Google+ has the similar TOS language to Facebook. "11.1 You retain copyright and any other rights you already hold in Content which you submit, post or display on or through, the Services. By submitting, posting or displaying the content you give Google a perpetual, irrevocable, worldwide, royalty-free, and non-exclusive license to reproduce, adapt, modify, translate, publish, publicly perform, publicly display and distribute any Content which you submit, post or display on or through, the Services. This license is for the sole purpose of enabling Google to display, distribute and promote the Services and may be revoked for certain Services as defined in the Additional Terms of those Services." http://www.google.com/accounts/TOS
I believe they have to add this in order to share your photos with others, thereby reproducing it on each individual's feed. If they didn't have this, I suppose you could claim they were infringing on your copyright just by displaying the photos you asked them to display. Although, the "irrevocable" part is a little scary.
There have been several posts and discussion on other sites discussing this issue in more detail.

Google is obviously a better choice for photographers, in my opinion.
Look at the Dropbox debaclé just recently. Google+ seem to have gotten it right when it comes to not claiming these incredibly stupid "usage-rights" to all my stuff.
